<p>A new Chinese standard to control excessive packaging that will come into force in September 2023 will be painful for the cosmetics sector in the short term, but will promote long-term sustainability, analysts say.</p>
<p>China GB 23350-2021 “Requirements of Restricting Excessive Package – Foods and Cosmetics” from the Chinese State Administration for Market Regulation, announced in September 2021, is an amendment to the existing standards published in 2009, and gives companies cosmetics and food companies two years to rethink the presentation of their products. .</p>
<p>Failure to comply with this new standard theoretically means that products in non-compliant packaging cannot be manufactured or sold in China.</p>
<h3>Presentation of the new rules</h3>
<p>The revision, which targets 31 food categories and 16 cosmetic categories, is simpler and stricter than its 2009 version.</p>
<p>David Ettinger, chief representative of law firm Keller and Heckman’s Shanghai office, says the revised GB 23350 provides “simplified but more practical guidance to the industry”.</p>
<p>That, coupled with the two-year transition period, should help businesses adjust.</p>
<p>“While some companies may have to make substantial changes to their packaging design, there is a clear guideline to follow and a relatively longer period of time to plan for the transition,” adds Ettinger.</p>
